It establishes whether the installation is in a safe and satisfactory condition and whether any observed deterioration presents a risk.

During an inspection, an electrician checks every accessible circuit, outlet, switch and fitting against current wiring standards. They look for signs of deterioration, damage, overloading, incorrect cable sizing, inadequate earthing and bonding, and the absence of required protective devices.

The check includes both a detailed visual inspection and a series of electrical tests carried out with calibrated instruments. At the end of the process, a written condition report is produced.

Observations are classified using a standard coding system: C1 identifies a danger requiring immediate action; C2 indicates a potentially dangerous condition needing rectification; C3 is a recommendation for improvement that does not constitute a present danger; and FI (Further Investigation Required) is used where a concealed fault cannot be confirmed without further investigation. The report also records an overall conclusion of satisfactory or unsatisfactory.

A condition check is relevant in many situations. Landlords in England are legally required to have a check carried out at defined intervals and to provide tenants with a copy of the report.

Preparation and access

Before the electrician arrives, ensure all circuits are accessible, light fittings can be reached, and the locations of any specialist isolating switches are known. Brief interruption of individual circuits is required as each test is carried out.

The electrician assesses the consumer unit, visible cables, earthing and bonding conductors, and all accessible accessories visually before connecting any test instruments. This identifies obvious defects and informs the instrument testing sequence.

How often should a domestic electrical installation be formally checked?
In England, privately rented homes require electrical installation inspection and testing at intervals of no more than five years, or sooner where the previous report specifies. A change of tenancy alone does not require another inspection if the existing report remains valid and required remedial work has been completed. The landlord must give the new tenant the report before they occupy the property. Safety concerns may justify an earlier inspection. A qualified electrician can explain the report and the work required.
What happens if my inspection produces a C1 observation?
A C1 observation identifies an immediate danger. You should not delay arranging remedial work. The electrician will explain the nature of the fault and may advise isolating the affected circuit — by switching off the relevant breaker — until repairs can be carried out. A new condition report should be obtained once any C1 remedial work is complete.
Does someone need to be present during the inspection?
Yes. A person who can provide access to all parts of the property — including the loft, outbuildings and any areas where wiring or accessories are located — should be available throughout the inspection. They should also be able to identify the consumer unit and any specialist isolating switches. Access to every part of the installation is necessary for a thorough check.
Will the inspection find faults behind walls or under floors?
A condition check covers all accessible parts of the installation. Cables buried in walls or beneath permanent structures can only be assessed visually at accessible points such as socket or switch back boxes. Where a concealed fault is suspected but cannot be confirmed without removing fixed fabric, the report will include an FI (Further Investigation Required) observation to flag that additional investigation is needed.
